How International Students Without Work Experience Can Apply for a Work Permit

Shanghai has introduced several preferential policies aimed at attracting and retaining more outstanding international talent. These policies allow international students to apply for a work permit (Category C) even without work experience. The conditions to meet are as follows:

1. International Students Graduating from Universities in Shanghai with a Bachelor’s Degree or Above

If an international student has obtained a bachelor’s degree or higher from a university in Shanghai and plans to work in the “Double Self Areas” and “Lingang” areas, Hongqiao Business District, the “Five New Towns” (Jiading, Qingpu, Songjiang, Fengxian, Nanhui), or within the companies listed in the “Shanghai Science and Technology Innovation Occupation List,” they can apply for a work permit without needing two years of work experience.

These policies simplify the visa application process, provide more internship and employment opportunities, and help international students integrate better into work and life in Shanghai.

2. International Students Graduating from Universities in China with a Master’s Degree or Above

For international students who have obtained a master’s degree or higher from a university in China and plan to work in Shanghai, the Shanghai Administration of Foreign Experts Affairs can waive the requirement of two years of work experience.

However, it is important to note that the standard for being considered “outstanding” is an average score of 85 or above (on a 100-point scale).

Through these measures, Shanghai aims to create a more open and inclusive international city, attracting and retaining more international talent and promoting the city’s economic and technological development.
